ULAP conducts first education workshop in Bohol under the AustralianAID-The Asia Foundation Coalitions for Change project
The Union of Local Authorities of the Philippines (ULAP) conducts its first workshop in Bohol with Gov. Edgar Chatto and local government and DepEd officers, on March 19-20, to map out the innovations on education to develop a model for expanding local resources for education in a provincial government and its component cities and municipalities.
The project is supported by the AustralianAID-The Asia Foundation Coalitions for Change (CfC) partnership in the Philippines. This is the second engagement of ULAP with CfC. The first engagement focused on mapping the needs and issues of local education governance, which ended with a policy workshop in October 2013.
For the current project, the model being developed is seen as basis for recommendations for local governments and DepEd for further capacity-building and governance strategies.
ULAP was represented by its Executive Director Czarina Medina-Guce, and its program officers Ernie Cifra and Genixon David. The Asia Foundation was represented by its Senior Program Officer Henry Grageda.
Inter-agency and Multi-stakeholder Discussion on Resources and Capacity-building Interventions for the Localities affected by Typhoon Yolanda, held March 4
Union of Local Authorities of the Philippines President Gov. Alfonso V. Umali Jr. and League of Municipalities of the Philippines National President Mayor Leonardo Javier represent local governments in the inter-agency and multi-stakeholder discussion on resources and capacity-building interventions for the localities affected by Typhoon Yolanda, March 4 at Development Academy of the Philippines.
The conversation is hosted by Sec. Ping Lacson as Presidential Assistant for Rehabilitation and Recovery and Sec. Butch Abad of Department of Budget and Management. Cabinet Secretaries Dinky Soliman of Department of Social Welfare and Development, Rene Almendras of Office ofthe Cabinet Secretary, Rogelio Singson of Department of Public Works and Highways, and among other national government agency representatives are present. Development partners from international organizations, local private and civil society groups were also present to give their commitments to provide planning and technical capacity support to local governments for rehabilitation.
ULAP participates in State of Universal Health Care in the Philippines
The Union of Local Authorities of the Philippines (ULAP) participates in the World Bank-Kaya Natin! Movement for Good Governance and Ethical Leadership talk on the State of Universal Health Care in the Philippines”, February 26. Department of Health Undersecretary Ted Herbosa served as main speaker, with Ateneo School of Government Associate Dean Dr. Mario Villaverde and ULAP former Executive Director Sonia Lorenzo as panel reactors. Representing ULAP in the open discussions are Executive Director Czarina Medina-Guce and Program Officer Mary Ann Pantaleon.
ULAP and PhilHealth commit to partnership for LGU capacity building
The Union of Local Authorities of the Philippines, represented by its National President Gov. Alfonso V. Umali, Jr., signed a Memorandum of Understanding (MOU) with the Philippine Health Insurance Corporation (PHIC, or PhilHealth) for a partnership to conduct trainings for local governments, to promote primary care week and universal health care and the implementation of the national health insurance program among local governments. The MOU signing coincides with PhilHealth’s 19th anniversary celebration, February 14, in Crowne Plaza Hotel, Ortigas.
MOU witnesses for local governments are Quezon City Mayor Herbert Bautista (National President, League of Cities of the Philippines), and Palawan Gov. Jose Alvarez of Palawan (Board Member-at-large for Luzon, League of Provinces of the Philippines). PhilHealth President and CEO Atty. Alexander Padilla led the signatories for the organization.

ULAP participates in First Philippine eHealth Summit
Union of Local Authorities of the Philippines President Gov. Alfonso Umali, Jr. shares local government needs and issues with regard to effectively implementing eHealth in the Philippines in a panel discussion in the "First Philippine eHealth Summit", February 4 2014, at the Sofitel Philippine Plaza Manila Hotel. The event is organized by the Department of Health and the Philippine Council for Health Research, and aimed to gather stakeholder inputs, and engage these actors to achieve the vision of a widespread access to health care services and health care information to improve health systems.
