Evidence Informed Policy Making (EIPM) Research presented to Local Chief Executives
"Does the use of evidence in informing policy choices (or, 'evidence-informed policy making' [EIPM]) by local politicians help them get re-elected?"
The Union of Local Authorities of the Philippines pursues the question in close partnership with the Ateneo de Manila University (ADMU)-Department of Political Science, and the League of Municipalities of the Philippines (LMP) and as funded by the International Network for the Advancement of Scientific Publications (INASP). Prof. Anne Candelaria of the ADMU leads the research project.
After months of data gathering, the results were presented to selected mayors for feedback and inputs in the round table discussion held on July 3, 2013 in the Ateneo de Manila University. The local chief executives who participated in the discussion are Mayor Len Oreta (Malabon City) Mayor Jun Pacalioga (Dumingag, Zamboanga del Sur), Mayor Jun Versoza (Tagudin Ilocos Sur), and Mayor Joel Jaime Payumo (Secretary General, LMP).
The inputs of the mayors will be accounted for in the final research report which will be finished later this year.
ULAP gathers local chief executives for first presentation of AFI Text2Teach
In connection to our previous post on our agreement with Ayala Foundation for its Text2Teach (T2T) program, the Union of Local Authorities of the Philippines arranged for the presentation of T2T to selected local chief executives on July 3, 2013 in Ateneo de Manila University. Presenting the program here is Mr. JR Demecais, T2T Project Manager.
ULAP signs advocacy agreement with Ayala Foundation Inc. for Text2Teach Program
The Union of Local Authorities of the Philippines (ULAP) signed an advocacy agreement with Ayala Foundation Inc. (AFI) for its Text2Teach Program, which will expand to 600 more schools through local government partnerships in 2013-2014. The signing was held on June 28, 2013 in Makati City, with Gov. Alfonso Umali Jr. (ULAP President) and Ms. Lulli Herras-de Leon (AFI President) as main signatories.
Text2Teach, a key education program of AFI, develops videos for curriculum and pedagogical enhancement of teaching Math, Science, English, and Values Education in public elementary schools. Text2Teach, with counterparts with local governments and local Department of Education officers, provides technology transfer, teachers' capacity building, and impact monitoring and evaluation.
ULAP will advocate Text2Teach as part of its ongoing convergence initiatives to bridge private and CSO programs to willing and capable LGUs, in order to accelerate and mainstream the achievement of better education outcomes in the local levels.
ULAP represents LGUs for PinoyWISE Movement in Global Forum on Remittances, Bangkok Thailand
The Union of Local Authorities of the Philippines (ULAP), represented by its Head of Plans & Programs Unit Ms. Czarina Medina, shared the OFW Pinoy WISE (Worldwide Initiative on Investment, Savings, and Entrepreneurship) in the Global Forum on Remittances, organized by the World Bank and International Fund for Agricultural Development (IFAD), 19-23 May 2013, in the United Nations Conference Center, Bangkok Thailand.
The partnership of Atikha with ULAP, OWWA, and DA was highly lauded in the forum for its strategic and innovative engagements that converge efforts of NGOs, local governments, and national government agencies, both in the source provinces and destination countries. Atikha received the plaque of recognition from the World Bank and IFAD for the initiatives.
As PinoyWISE Convenor, ULAP assists in the mainstreaming and upscaling of the program to local government units that send high numbers of migrants abroad. ULAP's participation in the forum's conversations allowed for the recognition of the importance of local governments as platforms for sustainable programs for migration and development.
ULAP-PAPO mobilize PWDs on Election Day
As part of the activities of the Disability Inclusive Elections Program (DIEP), the Union of Local Authorities of the Philippines (ULAP) and the Philippine Alliance for Patient Organizations (PAPO) mobilized and assisted 226 persons with disabilities (PWDs) to vote during the May 13 elections. The ULAP staff and the participating PWDs also monitored the status of the PWD-friendliness of polling precincts.
The PWDs from Antipolo City, Marikina City, Quezon City, Rodriguez, Rizal, San Mateo, Rizal and Las Piñas City were provided with vehicles and support staff and volunteers for the activity.
DIEP is funded by AusAID and The Asia Foundation under its “Fully Abled Nation” campaign.
ULAP joins AusAID-TAF Fully Abled Nation Concert
As one of the partners in the "Fully Abled Nation (FAN)" elections initiative for persons with disabilities, the Union of Local Authorities of the Philippines joined its partners and PWD groups in the "Rock for FAN" concert on May 6, 2013 at the Eastwood City Central Plaza.
The Rock for FAN is a free concert organized by DAKILA, in partnership with Locked Down Entertainment, Megaworld, Eastwood City, and Jam 88.3, under the Disability-Inclusive Elections initiative popularly known as the Fully Abled Nation, implemented by The Asia Foundation as part of Australian Aid’s program on Disability-Inclusive Development.
As FAN partner, ULAP and the Philippine Alliance for Patient Organizations (PAPO) assist in the monitoring of PWD-friendly elections, and the policy advocacy in the development and enhancement of Persons with Disabilities Affairs Offices (PDAOs) in various local government areas.
