The Changemakers Fellowship (Local Democratic Governance Cohort) is a nine-month reform program for Governors, Mayors, Vice Governors, Vice Mayors, and Members of the Sanggunian who want to adopt concrete policies that deepen citizen engagement, increase transparency in procurement and public spending, strengthen strategic communications and fight misinformation, and safeguard LGUs in external and foreign-linked engagements.

Over nine months, the cohort will:

- Participate in four thematic workshops (virtual and in-person)

- Receive technical guidance in drafting and institutionalizing reforms

- Engage in peer exchange with local officials across regions

- Access model ordinances, templates, and governance tools

- Convene at a National Cohort Summit in September 2026

- Be featured in a Digital Compendium of Local Governance Reforms
