ULAP Supports President Marcos’ Directive on Disaster Response Amid Typhoon Carina's Devastation

Following the severe impact of the southwest monsoon, exacerbated by Typhoon Carina (international name: Gaemi), the Union of Local Authorities of the Philippines (ULAP) extends its full support to President Ferdinand Marcos Jr.'s recent directive urging local government units (LGUs) to concentrate disaster response efforts on isolated areas affected by the typhoon.

"ULAP recognizes the urgency of the situation and supports the President’s call for focused disaster response," said ULAP president and Quirino governor Dax Cua.

"Local government units, being on the front lines of disaster management, are continuously working to address immediate needs and are coordinating with national agencies to ensure efficient and effective relief operations," Cua added.

The Office of Civil Defense (OCD) has reported significant damage on the heels of Typhoon Carina's onslaught, including the disruption of roads and bridges, posing problems to accessibility in some areas.

The President emphasized the need for targeted interventions, particularly in areas still inaccessible due to landslides and flooding.

President Marcos also instructed the Department of Social Welfare and Development (DSWD) and the Department of Public Works and Highways (DPWH) to collaborate with LGUs to clear blocked roads and restore connectivity.

Cua also thanked Marcos for his commitment to local autonomy, as the latter noted that local communities have the authority to declare states of calamity based on their specific needs.

"We are heartened that the President is committed towards ensuring LGUs' autonomy, even as he has given reassurances to secure additional funds to support LGUs whose emergency resources may be depleted," Cua said.

The governor also urged all LGUs to remain vigilant, prioritize safety, and coordinate with relevant agencies to mitigate the effects of the typhoon.

"ULAP remains committed to supporting the coordination of LGUs in their disaster preparedness and response efforts," said Cua.
