ULAP #FORWARD Strategy Dialogue Series: Part 1 - Dialogue with the DOF


ULAP, in collaboration with the Department of the Interior and Local Government (DILG), is conducting a series of online dialogues between local government units (LGUs) and the country’s economic managers on how we can rebuild the local economy in the short and long-term and what interventions from the national level have been made in terms of related stimulus measures.
Entitled as the ULAP #FORWARD Strategy Dialogue Series on “REKINDLING LOCAL ECONOMIC GROWTH”, this is yet another initiative of ULAP to support LGUs in their efforts to bring the local economy back to its feet while sustaining the fight against COVID-19.
The first part of the series will be the DIALOGUE WITH THE DEPARTMENT OF FINANCE (DOF) ON “PUTTING FISCAL ORDER IN PLACE FOR LOCAL ECONOMIC RECOVERY”. Among the topics are the “Bayanihan to Recover as One Act” (Bayanihan II) salient features relative to the interest subsidy for LGUs, loan facilities for recovery plans and dormant local funds utilization, among others.

Dialogue on the Management of Locally Stranded Individuals (LSIs) and the Opening of Higher Education Classes


4th ULAP Special Online Expanded Meeting
The Union of Local Authorities of the Philippines (ULAP) conducted its 4th Special Expanded National Executive Board Meeting on the Management of Locally Stranded Individuals (LSIs) and the Opening of Higher Education Classes held on 03 August 2020.
Cognizant of the varying socioeconomic contexts of local government units (LGUs), as well as the sensitive nature of inter-zonal movements amid the unabated spread of the virus, ULAP has invited DILG Secretary Eduardo Año to explore a unified set of parameters that will not only facilitate the processing of LSIs transit from point of origin to point of destination, but also ensure the safety of all parties involved, particularly the receiving community.
On other hand, CHED Chairperson Prospero De Vera discuss the continuity of higher education, especially the opening of classes including the possible scenario in the conduct of limited face-to-face classes in low risk MGCQ areas.

ULAP-LBP Joint Launching of RISE UP LGUs Lending Program


The Union of Local Authorities of the Philippines (ULAP) conducted its Expanded National Executive Board (NEB) 3rd Special Online Meeting and Joint Launching of RISE UP LGUs Program: “Restoration and Invigoration package for a Self-sufficient Economy towards UPgrowth for LGUs”, on 29 July 2020, Wednesday, from 02:00pm to 05:00pm via Zoom Application.
The RISE UP LGUs is a lending program of Land Bank of the Philippines (LBP) to support LGUs in their implementation of their economic stimulus plan aimed at reviving the local economy in the aftermath of the COVID 19 pandemic.
Under the program, LBP can provide financing for infrastructure, and market development to link agricultural products to the market, support for social welfare and health care services and other projects that provide basic and support services for local enterprise.
A Memorandum of Understanding (MOU) was executed to forge the partnership between LBP, ULAP, LPP, LCP and LMP.
Present in the MOU signing are the following: ULAP President and LPP Chairperson Gov. Dakila Carlo 'Dax' Cua, ULAP Chairman and LPP President Gov. Presbitero Velasco, LCP Sec.Gen Mayor Arnan Panaligan (representing ULAP Vice President and LCP President Mayor Evelio Leonardia), ULAP Vice President for Luzon and LMP President Mayor Luis 'Chavit' Singson, and LBP President and CEO Cecillia Borromeo.

The Union of Local Authorities of the Philippines (ULAP), the umbrella organization of all leagues of local government units (LGUs) and locally-elected officials, will be having the 2nd Special On-Line Meeting of its Expanded National Executive Board (NEB) to discuss the current efforts and plans on the resumption of school classes amid COVID-19 Pandemic, which will be held on 12 June 2020, Friday, 02:00pm - 05:00pm via Microsoft Teams.
The invited Resource Person is the distinguished SECRETARY LEONOR MAGTOLIS-BRIONES of the Department of Education (DepEd).
The attendance thereat of the duly-authorized representatives of the ten (10) member-leagues in the ULAP NEB is hereby requested. For expanded representation, member-leagues are also requested to send additional 10 of your other members bringing the representation of each member-league to 12.

Role of LGUs in Advancing the National Action Plan vs. COVId-19


1st ULAP Special Online Expanded Meeting
The Union of Local Authorities of the Philippines (ULAP) conducted its first virtual Special Expanded National Executive Board Meeting on the "Role of LGUs in Advancing the National Action Plan vs COVID-19” held on 05 May 2020. Secretary Carlito Galvez, Chief Implementer of the National Action Plan (NAP) against COVID-19, was invited to speak before the Local Chief Executives and other locally-elected officials in the country to brief and answer questions relative to current Modified Quarantine strategy and the role of LGUs to advance the NAP. He also discussed the 12- point long-term plan for COVID-19.
This online meeting is in partnership with Microsoft Philippines.
