ULAP, League of Provinces, and League of Municipalities Executive Directors Aileen Leycano, Atty. Jomar Oligario, and Andrea Loriaga, respectively attended the consultative meeting of the Department of Interior and Local Government’s Center for Local and Constitutional Reforms entitled, “Dynamics of National – Local Relations: Bridging the Gaps through Harmonizing the Devolution Transition Plans (DTPs) of Selected National Government Agencies (NGAs) and Local Government Units (LGUs)” where Executive Directors Leycano, Oligario, and Loriaga, discussed perspectives and updates on the ongoing efforts to comply with Executive Order 138 and engaged in a constructive dialogue with select national government agencies (DOH, DPWH, and DSWD).

The Union of Local Authorities of the Philippines (ULAP) participated in Philippine Urban Forum held on 5 October 2023 at the Philippine International Convention Center (PICC). The event, organized by the Department of Human Settlements and Urban Development (DHSUD), brought together key stakeholders, policymakers, and urban development experts under the theme "Transforming our Cities and Building Resilient Communities."

ULAP's National Liaison Officer, San Mariano Vice Mayor Dean Anthony Domalanta highlighted the importance of collaboration and sustainable practices in addressing the challenges faced by urban centers across the Philippines and emphasized the significance of urban areas in driving the nation's development and commerce. He acknowledged the existing challenges, including traffic congestion, inadequate housing, environmental degradation, and social inequality, calling for a united effort from national government, local governments, and private partners to shape a more sustainable, inclusive, and resilient future for urban development.

Bacolod City Mayor Albee Benitez, National Chairperson of the League of Cities in the Philippines and ULAP Assistant Liaison Officer also joined the forum and shared best urban planning practices and ongoing development projects in making Bacolod a SuperCity - the city’s collective commitment to becoming a model of urban resilience.

ULAP successfully conducted its 101st National Executive Board Meeting on 14 September 2023 at the Makati Diamond Residences.

The meeting included presentations made by key resource persons, including Atty. Odilon L. Pasaraba, CESO III, the Undersecretary for Project Development Management from the Department of Interior and Local Government for ULAP’s SILG Hour; Usec. Irineo C. Espino, Senior Undersecretary and Usec. Angelito de Leon, Undersecretary of Capability Development and Assessment from the Department of National Defense; and Usec. Janet Lopoz, CESO I, Executive Director of the Mindanao Development Authority. In addition, Mr. Vincent R. Rodriguez of PLDT and Dr. Paulyn Jean Ubial and Ms. Sarah Coe of GeneLab also delivered presentations during the NEB meeting.

29 August 2023 – ULAP President Gov. Dax Cua embraced the vast tourism potential of local government units (LGUs) in the Philippines through a strategic meeting with Denpasar Mayor Ign Jaya Negara on August 25, 2023. The discussions revolved around tourism strategies, policies, and initiatives employed by the City of Denpasar in Bali, Indonesia. As the Philippines seeks to nurture its own tourism prospects, this exchange has laid the foundation for mutual learning and potential collaborations, promising a more radiant and vibrant tourism future.

11 August 2023 - Governor Dax Cua, National President of the Union of Local Authorities of the Philippines (ULAP), delivered an inspiring speech at the Lady Local Legislators' League of the Philippines (4L) National Summit, held from August 10-12, 2023. The event focused on the ratification of the Constitution and By-Laws, as well as the election of the National Executive Board, under the theme "Four-L Philippines Revitalized and United for Brighter Tomorrow." Gov. Cua highlighted the dedication and commitment of lady legislators in advocating for positive change.

ULAP Liaison Officer and VMLP National President, Vice Mayor Dean Anthony Domalanta, delivered a speech on August 3, 2023 during the "Tugon ng Lokal at Sambayanan: Buhay at Kabuhayan, Isang Pagsasama-sama para sa Kanlurang Dagat ng Pilipinas" National Summit at Midas Hotel, Pasay City, held from August 2-4, 2023. In his address, he called upon all partners to work together with ULAP and the local government units to build capacity and resources for the effective implementation of the commitments made during the summit. Emphasizing the importance of collective action and grassroots efforts, he expressed his hope for a secure, sustainable, and thriving blue economy for the West Philippine Sea region.

The National Summit, jointly organized by the Department of Interior and Local Government (DILG), Bureau of Fisheries Aquatic Resources (BFAR), Department of Environment and Natural Resources (DENR) – Biodiversity Management Bureau, DENR – National Mapping and Resource Information Authority (NAMRIA), Department of National Defense (DND), Department of Energy (DOE), Department of Justice (DOJ), National Economic and Development Authority (NEDA), Cooperative Development Authority (CDA), Palawan Council and Sustainable Development (PCSD), and the state universities along West Philippine Sea (WPS), with support from RESTORE-WPS Project, Sustainable Interventions for Biodiversity Oceans and Landscape (SIBOL), INSPIRE Project, IMPL Project Philippines, and Fish Right Project, aims to foster collaboration and sustainable practices for the region.
