37Friedrich Ebert Stiftung, Galing Pook Foundation, and the Union of Local Authorities of the Philippines co-organized a policy workshop, “A Fresh Look at the Local Government Code”, on March 28. The workshop aimed to gather inputs from local government officials on priority legislative reform agenda and renewed strategies to push the proposals.
The output of the workshop is a policy paper to be released by Galing Pook. ULAP will use the policy paper for its continuous lobbying and advocacy work.

36The Union of Local Authorities of the Philippines, represented by its President, Gov. Alfonso Umali Jr., signed a memorandum of understanding advocating for the implementation of the Abot Alam program for Out of School Youth, led by the Department of Education; March 27, DepEd Pasig. Select ULAP member leagues were also present to co-sign the MOU for the joint advocacy.
The Abot Alam program maps out of school youth and programs for out of school youth, and matches the needs and preferences of the youth with the available and emerging programs. The program is a platform for sustained collaboration of DepEd and local government units to align and converge out of school youth programs given the data generated.

35The Union of Local Authorities of the Philippines commits its support to the “Alaga Ka” program of the Department of Health and PhilHealth which provides full coverage to indigents with the No Balance Billing provision. President Benigno Aquino III graced the “Alaga Ka” program launching on March 24, in the Quezon Memorial Circle, which was also attended by DOH Sec. Enrique Ona, PhilHealth President Alex Padilla, DOH Usec Ted Herbosa, different Metro Manila Mayors, private and civil society partners in health, and indigents who are receiving their PhilHealth benefits from different cities.
ULAP is working with PhilHealth and other private and civil society partners for upcoming advocacy and capacity-building activities for local governments in support of the “Alaga Ka” program.
For the launching event, ULAP is represented by its Executive Director Czarina Medina-Guce and staff Merry Ann Sanchez.

34The Union of Local Authorities of the Philippines (ULAP) conducts its first workshop in Bohol with Gov. Edgar Chatto and local government and DepEd officers, on March 19-20, to map out the innovations on education to develop a model for expanding local resources for education in a provincial government and its component cities and municipalities.
The project is supported by the AustralianAID-The Asia Foundation Coalitions for Change (CfC) partnership in the Philippines. This is the second engagement of ULAP with CfC. The first engagement focused on mapping the needs and issues of local education governance, which ended with a policy workshop in October 2013.
For the current project, the model being developed is seen as basis for recommendations for local governments and DepEd for further capacity-building and governance strategies.
ULAP was represented by its Executive Director Czarina Medina-Guce, and its program officers Ernie Cifra and Genixon David. The Asia Foundation was represented by its Senior Program Officer Henry Grageda.

33Union of Local Authorities of the Philippines President Gov. Alfonso V. Umali Jr. and League of Municipalities of the Philippines National President Mayor Leonardo Javier represent local governments in the inter-agency and multi-stakeholder discussion on resources and capacity-building interventions for the localities affected by Typhoon Yolanda, March 4 at Development Academy of the Philippines.
The conversation is hosted by Sec. Ping Lacson as Presidential Assistant for Rehabilitation and Recovery and Sec. Butch Abad of Department of Budget and Management. Cabinet Secretaries Dinky Soliman of Department of Social Welfare and Development, Rene Almendras of Office ofthe Cabinet Secretary, Rogelio Singson of Department of Public Works and Highways, and among other national government agency representatives are present. Development partners from international organizations, local private and civil society groups were also present to give their commitments to provide planning and technical capacity support to local governments for rehabilitation.

Movement for Good Governance and Ethical Leadership talk on the State of Universal Health Care in the Philippines”, February 26. Department of Health Undersecretary Ted Herbosa served as main speaker, with Ateneo School of Government Associate Dean Dr. Mario Villaverde and ULAP former Executive Director Sonia Lorenzo as panel reactors. Representing ULAP in the open discussions are Executive Director Czarina Medina-Guce and Program Officer Mary Ann Pantaleon.
