Uniting for Local Autonomy, Converging National and Local Growth

The Union of Local Authorities of the Philippines (ULAP) is the umbrella organization of all leagues of local government units (LGUs) and locally elected government officials, and was formed in 1998, registered in 1999, and further endorsed through Executive Order 35, series of 2004.

Prior to its creation, ULAP was called the "League of Leagues", which played an important convening role for the local governments to lobby and develop the Local Government Code of 1991. ULAP was created to convene and represent its member leagues and local governments to national and sub-national policy and program committees in continuous pursuit of strengthening and capacitating LGUs for local autonomy and good governance.

8The Guide on Establishing Multi-Stakeholder Partnerships (MSP) for the SBFP and Other Priority Programs of the Department of Education is offered as a resource guide for planning and initiating multi-stakeholder partnerships for pre-identified DepEd programs.

  • For the Department of Education: The Guide mirrors the process of building partnerships for SBFP in SY 2014-2015. It is a process that may continuously be tested and improved towards a more detailed formulation of partnership-building in the DepEd concept.
  • For the Local Governments, especially those interested in advocating for education: The Guide shows concrete points of engagement between the DepEd and LGUs. It will help in answering the questions: What does partnership with DepEd entail? What can be done? Are we ready to commit? LGUs can also adapt the steps identified in the Guide for their own partnership-building efforts.
  • For the Private Sector: The Guide gives a glimpse of how DepEd can build partnerships and the unique contributions that the private sector (NGOs, academe, business, civic groups and church) can give. This will help in the determination of needed resources resources and expertise relevant to DepEd. The private sector can also adapt the steps identified in the Guide for their own partnership-building efforts.
