Uniting for Local Autonomy, Converging National and Local Growth

The Union of Local Authorities of the Philippines (ULAP) is the umbrella organization of all leagues of local government units (LGUs) and locally elected government officials, and was formed in 1998, registered in 1999, and further endorsed through Executive Order 35, series of 2004.

Prior to its creation, ULAP was called the "League of Leagues", which played an important convening role for the local governments to lobby and develop the Local Government Code of 1991. ULAP was created to convene and represent its member leagues and local governments to national and sub-national policy and program committees in continuous pursuit of strengthening and capacitating LGUs for local autonomy and good governance.

72The Union of Local Authorities of the Philippines conducted the first strategic conveners meeting of the Innovative Technologies Coalition for Open Government Partnership last April 24, 2015 at Microsoft Office, Makati City.
The Innovative Technologies for OGP Coalition was previously launched during the forum on Innovative Solutions to Open Government Partnership version 2.0 held in February, this year. ULAP acts as the Chair and Lead Convener of the coalition.
During the strategic meeting, the conveners identified the priority areas and initial programs for collaboration among conveners. Present during the meeting were the representatives from Microsoft Philippines (co-chair) Lee Kuan Yew School of Public Policy National University of Singapore, Ayala Foundation and Philgeps.
Atty. Sarah Sison from the Presidential Communications Development and Strategic Planning Office (PCDSPO) and Dr. Angelo Ramos of Beyond Access were also present as guest in the said coaliton meeting.
