Uniting for Local Autonomy, Converging National and Local Growth

The Union of Local Authorities of the Philippines (ULAP) is the umbrella organization of all leagues of local government units (LGUs) and locally elected government officials, and was formed in 1998, registered in 1999, and further endorsed through Executive Order 35, series of 2004.

Prior to its creation, ULAP was called the "League of Leagues", which played an important convening role for the local governments to lobby and develop the Local Government Code of 1991. ULAP was created to convene and represent its member leagues and local governments to national and sub-national policy and program committees in continuous pursuit of strengthening and capacitating LGUs for local autonomy and good governance.

65The Union of Local Authorities of the Philippines (ULAP), together with its partner Atikha Inc., and the Provincial Government of Ifugao, conducted a Multistakeholders’ Orientation in the Ifugao Provincial Capitol on March 26 for the project “Scaling Up Initiatives in Mobilizing Migrant Resources towards Agricultural Development.” Representatives from the provincial development councils, private sectors, locally-based cooperatives for agriculture development, and other local key stakeholders actively participated during the workshop and discussions.
Ifuago is one of the sites selected by the International Fund for Agricultural Development (IFAD) for its great potential for agricultural development, which will eventually contribute to the province’s economic development and sustainability. Atikha initiated its PinoyWise initiative on investments, savings, and entrepreneurship in the province back in 2012. From 2015 onwards, the migration and development projects will be scaled-up with the support of IFAD, to concretely mainstream migration and development in the local development plans of the province.
